Election Monitoring Center (EMC) has always highly appreciated local and international organizations’ initiatives regarding improvement of the election legislation in Azerbaijan. According to EMC’s observations, recent cooperation between the Azerbaijani Government and The European Council’s Venice Commission has created hope for a better juridical basis for democratic elections. It was expected that, on the basis of local and international organizations’ recommendations, the election code would be improved before the presidential election on 15th October 2008.
