According to observers, preparations to voting has started since 7:00 AM only in 92 percent of all polling stations in the country. 18 percent of precinct election commissions failed to announce number of registered voters before the voting started, while in 16 percent of polling stations number of received ballots were not announced. EMDS also notes with concern that in 27 percent of polling stations number of voters applied to vote outside the polling station was not announced.
